5.1 General Rules (Applicable to All Equipment)
- Users must be fully familiar with equipment safety procedures and emergency measures (including electrical safety, fire prevention, explosion prevention, and pollution control).
- Certain equipment requires specific training and authorization before use; high-risk equipment requires special approval.
- Account Compliance: Use of another person’s account is strictly prohibited. Users must not share login credentials or operate on behalf of others.
- Users shall operate calmly and carefully. Reckless or unsafe operation that results in safety incidents will be the sole responsibility of the user.

5.1.1 Before Use
- Eligibility: Training and authorization required; high-risk equipment requires additional special authorization.
- Personal Protective Equipment (PPE): Wear protective goggles, respirators, thermal gloves, hearing protection, anti-cut gloves, etc., as required by the specific equipment.
- Inspection: Check equipment appearance, cables, guards, emergency stop, and ventilation/exhaust systems. If abnormal (damage, unusual noise/odor, loose parts), mark “Out of Service/Lockout” and report to administrators.
- Environment and Electrical Safety: Maintain ≥1 meter clearance; keep liquids away from electrical systems; prohibit unauthorized wiring, daisy-chaining, or overloading.
- Materials and Software: Use only approved consumables/materials/software. Unauthorized materials (e.g., modified substances) must be reviewed by administrators and operated under supervision. Unauthorized modifications or software installation is prohibited.
5.1.2 During Use
- Supervision: Follow posted signs. Equipment must not operate unattended, unless explicitly permitted by staff with proper registration. Do not disable or bypass safety devices.
- Abnormalities: If strange noises, smoke, sparks, odors, jamming, or leaks occur, stop immediately, power off, and report.
- Chemical Dust/Fumes: Welding, cutting, grinding, resin/solvent work must use exhaust/filtration. Prohibited without local exhaust.
- Food/Drink: Strictly prohibited in operating areas; keep liquids away from work surfaces.
5.1.3 After Use
- Reset equipment, power off, allow cooling, restore settings, and clean workspace.
- Delete all personal data and accounts from the equipment; no restricted data may be stored.
- All usage must be recorded in the Equipment Log, including duration, purpose, operator, anomalies, and consumables used. Any damage or safety hazard must be reported immediately.
- Report damage/near misses immediately.
5.1.4 Prohibited Practices
- Removing guards or bypassing emergency stops or interlocks.
- Installing unauthorized firmware, drivers, or software.
- Introducing unauthorized chemicals, lithium batteries, or flammable substances.
- Directing compressed air toward body or clothing.
- Distracting others during operation.
- Any behavior creating direct or potential safety hazards.
5.2 Hand and Power Tools
- Use only after completing basic tool safety training and approval.
- Personal Protective Equipment (PPE): goggles required; dust and hearing protection for grinding/polishing; anti-cut gloves for cutting; no gloves when operating rotating machinery.
- Dust/particles: conduct dusty operations outdoors when possible; indoors must use dedicated dust collection or wet methods.
- Clear workspace before operation. Only workpieces, fixtures, and safety devices may remain.
- Confirm all safety devices (guards, shields, light curtains) are installed and functioning.
- Workpieces must be clamped securely; body kept away from cutting, rotating, heating zones.
- Verify that the rotational speed of the tool matches the rated specifications of its attachments.
- Hands or any part of the body must never be placed near blades, drill bits, pinch points, or other moving/cutting components.
- Compressed air: use pressure-limited safety nozzles only; never spray on human body; depressurize after use.
- Stop immediately if tool jams, slips, or makes abnormal sounds/vibrations.
- Unauthorized operation, modification, or disassembly of equipment is strictly prohibited.
- Storage: Sheathe all blades, power off equipment, organize cables, and return items to their designated locations with locks secured.
- Workstations must be cleaned after use; tools returned to designated location.
- All injuries or abnormalities must be reported immediately.
5.3 3D Printers
- Due to limited equipment availability and high demand, strict compliance with relevant rules is required to ensure equitable access for all users.
- Violations may result in immediate loss of 3D printer access. More information refer to Violation and Penalty Regulation.
- Unauthorized materials prohibited. New materials must be pre-approved by administrators.
- Refer to Innovation Lab 3D Printer Regulations.
5.4 Consumables
- Consumables must be taken only as needed; stockpiling and waste are prohibited.
- High-value/rare consumables require administrator approval.
- Usage must be recorded. Leftover consumables must be returned or logged. Chemicals and resins recorded in chemical ledger.
- Storage must follow labeling and compatibility; expired/contaminated consumables must not be used.
- Disposal must follow EHS and university hazardous waste protocols.
5.5 Computers and Workstations
- No unauthorized relocation, opening, or modification of computers or peripherals.
- Unauthorized software installation is prohibited. Piracy, cracking, and P2P activities are strictly forbidden. Software installation and updates are managed solely by administrators. All licensing and data compliance regulations must be strictly followed.
- Requests for new software must go through administrators.
- Users must log out of NetID accounts after use. Public machines will auto-reset; local data will be deleted.
- Storing restricted or sensitive data (personal, exam, research) is prohibited unless cleared through compliance processes.
- Only approved peripherals and storage media may be connected. Any anomalies must be immediately isolated and reported.
- Hotspot creation, private servers, or policy changes prohibited.
- Users must log out when finished; power-saving practices required.
5.6 Smart Hardware Devices
- Login accounts must use applicant’s NetID; data must be cleared before return.
- Rooting/jailbreaking prohibited; cloud/network synchronization requires approval.
- Personal data collection requires prior consent. Local data must be deleted before return; proof of clearance may be required.
- Devices must be restored to default settings prior to return. All accessories (e.g., headsets, controllers, tripods, lens caps) must be included.
5.7 Special Equipment & High-Risk Operations
Applies to welding, heat work, high temperature, intense light, chemical work, high-speed equipment, etc.
General High-Risk Rules
- Mandatory PPE: goggles/face shields, flame-retardant aprons, heat gloves, sleeves, respirators, hearing protection.
- Ventilation and fire safety: exhaust fans on; users must know extinguisher locations.
- Fire management: flammables stored safely; after operation, cool and check for embers.
- Logs: complete Equipment Log with all parameters and issues.
- Parameter Reset: Before returning, users must restore standard parameters and clean the workstation.
Welding/Hot Work
- Operators must remain attentive while using equipment. Others must keep a safe distance, and interference or distraction is strictly prohibited.
- Use fume extractors. Store rods/gases properly. Cylinders secured upright. Leak checks required.
- Power, gas, and equipment must be fully shut down after work.
Lithium Batteries/Energy Storage
- Only use intact batteries. Charging must occur under supervision in fire bags or metal boxes.
- Abnormal heating/odor requires immediate isolation and reporting.
- Damaged batteries must be disposed of as hazardous waste.
5.8 Laser Cutters
- Operate strictly per SOP; unattended operation prohibited.
- Emergency stop button must be pressed in emergencies.
- Different materials require adjustment of power/speed to reduce fire risk.
- Laser exposure causes severe injury; direct viewing prohibited.
- Reflective jewelry prohibited.
- Laser cutters generate fumes and particulates. Operate only in ventilated areas and follow manufacturer’s ventilation guidelines. Use dust masks and delay lid opening to minimize exposure.
- Unauthorized materials prohibited; some release toxic gases under heat. Approval required.
5.9 Other Equipment
- Any equipment not explicitly covered must follow the general rules in this chapter and relevant SOPs.
- Users must consult staff in case of uncertainty.
